Built as a temporary structure in the 1960s and due for demolition, the decision was taken in 2020 by the Public Works Department to retain the building and to add two additional floors. The new floors are supported by a freestanding braced steel framework which also stabilises the existing building. The new mild steel framework also provides sun protection, lift shafts, and fire escape stairs.
